National Registry Sex Offender

I think it is time for Malaysia to establish a database on sex offenders especially those who had history of sexual assault against children.

But to establish this kind of system, Malaysia has to change the way they implement any system. No such thing as hangat2 tahi ayam.

US had learnt in a hard way to show their current system was a failure. Recently, a guy named John Gardner who is a convicted sex offender was detained on the charges of raping and killing a girl in San Diego, California. He had 7 violation during his parole but one of his big violation was living close to a high school and day-care center. He was a registered sex offender in Lake Elsinor but he was living with his mom in some other places. Obviously looking at this, there was a big hole in the system. There were some arguments saying people with sex offender should be locked up for life but the capacity of US prison to hold them was limited.

Well, to me, the sex offenders should not be locked up in prison neither should them living in the society with the rest of us. An institute built especially for sex offenders is a reasonable way to keep them locked up because obviously they need mental rehabilitation or you could call it sex rehab (the same like Tiger Woods went into recently). If they are capable of doing the same offense repeatedly, that means something need to be fixed. Throwing them into prison hoping someday they could be fixed is absurd!

If mental rehabilitation could fix them, then release them into society with one condition:

Continuous and strict monitoring.

One of them is by registering their names into database, and make sure they live at the same place every month.

I saw a show on how they conducted a parole checking where a guy (more like atuk to me) has several history with molestation on young children. They found children costume and toys in his house and they detained the atuk immediately because of parole violation.

The case of Nurin Jazlin was one of the example of what we don't want to have in our society. A pathetic psyhopathic sex offender running loose and he still is!
